Why does my new gaming PC keep stuttering in Starfield

Built it 2 weeks ago with a 4070 Super and 5700X3D, should be crushing this game but I'm getting frame dips to 60fps on high settings. Already updated drivers and checked temps. CPU sits at 65C and GPU at 72C so thats not it. Any ideas before I lose my mind?
