How much screen time is too much?

My wife and I keep going back and forth on this. Our 9 year old wants an hour after school and an hour after dinner on weekdays, plus more on weekends. Some days I say yes because I need 20 minutes of peace, other days I feel guilty and say no. What does everyone else do? Are we being too strict or too lenient?
