Is it normal for a 9 year old to want a phone

His friends all have them. We keep saying no but he's getting to the point where he feels left out at school. My wife thinks we should get him one with parental controls and a plan that only calls and texts. I'm worried once he has it we can't take it back. What age did you guys give your kids phones? And did you regret it?
