Is using parental controls spying on your kid

Installed screen time limits and location tracking on my 11yo's new phone and she found out and now we're fighting about privacy and trust. I get it but also she's 11 and I need to know where she is. My parents never had to deal with this. How do you guys balance safety and letting them have independence?
