My 12yo is addicted to his phone and I don't know how to fix it

He's on Fortnite literally every second he can be. I took it away for a week and he was miserable, we were all miserable. Put it back and things are better but I know this isn't healthy. We have some screen time limits but he's gotten really good at working around them. Am I being a bad parent if I let him have reasonable gaming time instead of fighting this battle constantly? Feeling pretty lost here.

That's the tough spot right there. With three kids I've learned you can't just nuke it without replacing it with something, or everyone suffers. Sounds like you found that balance though.
