My kid is getting addicted to his iPad

We started letting our 7 year old use an iPad during covid for school and now he's asking for it constantly. He's started acting out when we take it away and I'm worried we've created a monster. Trying to pull back now but it's like a full scale tantrum every time we say no. Anyone else deal with this? Is it too late to reset expectations or am I stuck with this now? Really don't want this to get worse as he gets older.
