13 is the age where they're getting older and you need to start treating them more like a teenager. But Instagram is genuinely toxic for that age. TikTok too. Have you looked at what he'd actually be doing on there?
The 'all my friends have it' argument is real but it doesn't make it true. I'd set up some boundaries first if you do let him on. Screen time limits, who can message him, all that stuff. Maybe compromise with TikTok instead since you can at least control the algorithm better.
Everyone's kids are asking for this now. We said not yet but I'm definitely thinking about it for next year when he's 14. The algorithm stuff is real though - it's designed to mess with their heads.
