Anyone else's baby hate tummy time with a passion?

Our 4-month-old acts like we're torturing him every time we put him on his stomach. Screams immediately. We do like 5 minutes max because we feel guilty. Physical therapist says he needs it but also says we don't need to force it if he's really upset. So like... what do we actually do here? Are we gonna screw up his development by not doing tummy time or is this normal and we're overthinking it?
