Best budget stroller setup for city living?

Moving to Portland next month with an 8-week-old and a 2-year-old. Our apartment is tiny so I need something lightweight and compact but not a jogger because those things are massive. Don't want to spend $1000+ either. Currently looking at the Uppababy Minu or maybe just going with a lightweight umbrella stroller? Any Portland dads have recommendations for what actually works navigating the city with two little kids?

UppaBaby Minu or Babyzen YOYO. Both fold up tiny and are super maneuverable in tight spaces. I had the Minu in SF and it was perfect for a small apartment.

Portland is pretty stroller-friendly but yeah space is an issue. Can you store it in a closet or do you need something that stays compact? Makes a big difference in recommendations.

Skip the expensive all-in-one systems. Get a simple double stroller for outdoor trips and a carrier for inside errands. Saved us so much space.

Get a good compact stroller that can handle Portland sidewalks. I'd skip the fancy jogger type unless you're actually running. A lightweight umbrella stroller for the 2yo and a good carrier for the 8-week-old worked best for city living.

Just moved from Portland to another city and honestly the rain gear for the stroller matters way more than people think. Rain cover is essential up there.
