Cooking with toddlers is basically just cleaning disaster

We tried making cookies from scratch with my 3yo yesterday and there was flour literally EVERYWHERE. In her hair. On the dog. How are other people making this work? Every cooking activity feels like it creates more mess than joy. Or do I just need to accept that's the price of the activity and stop stress-cleaning?
