Got passed over for promotion and I think it's because I use flex time

My company says they're flexible but I swear being the guy who leaves at 3 to pick up kids or works from home on Fridays makes you invisible for advancement. The guy who got promoted works 60 hour weeks and doesn't have kids. I'm doing good work but can't compete with his hours. Should I just accept that having a life outside work means I'll never move up, or am I being paranoid?
