We use a busy coffee shop during morning rush. Hard for either person to linger or argue when there's a line ten people deep. In and out in 30 seconds.
Panera is legitimately awkward for exchanges. Library parking lot was a lifesaver for us. Neutral, public, cameras everywhere so nobody gets crazy, and you're not sitting at a table eating like you're on a date.
Whatever you pick, make sure it's somewhere your kids feel comfortable. That matters more than what works for you and your ex.
School parking lot on a weekday afternoon when there's admin staff around works great too. Keeps things professional and kids are already there anyway.

Police station parking lot is actually the move. Sounds weird but a lot of places have 'safe exchange zones' specifically for this. Might be worth checking your local PD website.
