Ex wants to change custody schedule last minute again

This is the third time in two months she's asked to swap weekends with me. I get that life happens but I'm tired of being flexible when she never returns the favor. I've already told my kids we're doing our camping trip this weekend and now I have to explain why we're not going. How do I set boundaries without being the bad guy?
